A debate about electric cars and speed limits that had some Foster City residents revved up last December is set to be resolved tonight.
The City Council will vote on a plan to reduce the speed limit from 40 to 35 mph on two stretches of road as part of an effort to promote the use of “neighborhood electric vehicles.” It also will evaluate ways to publicize the carts as an alternative to using full- sized, gas-powered cars to go to the shopping center or other local destinations.
The vehicles, which resemble golf cart parts, are environmentally friendly, but generally top out at 25 mph, so they are legal only on streets with speed limits of 35 or lower.
Critics point out that only one Foster City resident so far is known to drive such a vehicle and object to altering traffic patterns to accommodate such an unpopular technology. Advocates respond that the cars might proliferate if drivers knew they could use them on key roads.
The spans in question are E. Hillsdale Boulevard between Altair Avenue and Edgewater Boulevard and Shell Boulevard between E. Hillsdale and Bounty Drive. A study by the city’s public works department found that most drivers on those streets travel slower than
40 mph, suggesting that the speed limit reduction might be feasible.
“For most of the city’s history, these roads were 35 miles per hour,” said Assistant City Engineer Stan Workman. If the change is made, he added, “I don’t anticipate it to impact the traffic at all.”
City Councilmember Pam Frisella remains unconvinced. She said she has started paying attention to her speed on those streets and found that she often hits 40 mph. She also doubted that the electric carts would be a hit even if the speed limits were reduced, since they often cost more than $10,000 each.
Foster City police Capt. Jon Froomin said the police department owns a Neighborhood Electric Vehicle, but doesn’t often take it on public streets.
“We usually use it for special events, like the Arts & Wine Festival, the Fourth of July, things like that,” he said.
The department acquired thecar after Ford discontinued the model.
“I’ve driven ours before,” Froomin said. “It’s a little frustrating. It feels like it’s going slower than it really is.”
Still, the street-legal carts have proven popular in some resort and retirement communities and some feel they could translate well to Foster City’s sedate and compact grid.
If the Council approves the speed limit changes, most of the city will be accessible via cart, making it an option for people who want an easy way to scoot around town without emitting greenhouse gases.
